I attended a lecture by Thomas Kunz, Professor of Biology at Boston University, entitled “Ecological Impacts of Wind Energy Development on Bats” sponsored by the Rhode Island Natural History Survey. We’ve all heard by now that the Governor has selected the NJ firm Deepwater Wind (formerly called Winergy) to develop the offshore wind farm. There is a good writeup on the decision on enviropoliticsblog.
I thought I would upload the RIWINDS Summary Document which shows a map of the locations in RI Sound that were evaluated as potential locations for wind farms (small ones). Deepwater Wind has said at meetings surrounding the announcement that their technology for installing offshore turbines, depicted in the image above, allows them to go in deeper water than was considered as part of the RIWINDS study. The state Coastal Resources Management Council has received money from the EDC (initially the State Office of Energy Resources) to develop a Special Area Management Plan for the state and federal waters off Rhode Island. The study area
(map on right) extends several miles beyond state waters and should result in a form of ‘zoning’ for the area to determine where offshore turbines can be installed where they will not interfere with other activities. More information on this at the CRMC OceanSAMP website.
There was an interesting article (click here to read) in the Sunday Sept. 14 NY Times Magazine about a proposed wind farm off the Delaware coast. Two principals from the developers of this project, Bluewater Wind, will give a presentation this Thursday at the URI Narragansett Bay Campus (Corless Auditorium, 11 am).
The Committee for Renewable Energy in Barrington has been conducting a Wind Energy Project since 2006. In August they released a Revised Health and Safety Report. This 40 page report contains a section on wildlife impacts, including potential impacts on bats.
I posted a recommendation to look at the Barrington Wind Energy Project website back on 25 August. I still think our committee, and other interested individuals, should look at their website. Their committee has done a great job communicating both process, and findings.
Very apropos after the discussion at our last joint meeting with the Conservation Commission, I found out about this lecture sponsored by the Rhode Island Natural History Survey. Thomas Kunz isone of the leading experts in this field. There was no location for the lecture specified on the RINHS website- when I find out where it will be I’ll post it. Barrington’s Wind Energy Project (WEP): The WEP is the first major focus for the Committee for Renewable Energy in Barrington (CREB). Under consideration is a 600 kW wind turbine to offset the Barrington High School electricity load. In 2007, the high school used 1.14 million kW-hours of electricity, which was about one quarter of the total municipal electric load. The proposed turbine would produce a comparable amount of annual energy. The primary installation site that we are considering is near the Legion Way Building at Brickyard Pond.

Innovative Financing and Ownership Models for Community Scale Wind Projects
Given our population density, topography, and other characteristics, land-based wind projects in Massachusetts tend to be small in scale. These projects are not without their character-building challenges; one of them being financing. Right now there are a number of communitiy-scale wind projects at a critical development stage. We offer this event in an attempt to explore this issue in depth and to think creatively about the options available, with experts and stakeholders from the numerous smaller-scale wind projects we tend to have here.

The Jamestown Wind Energy Committee will conduct its initial meeting with the Town’s Feasibility Study consultants on Tuesday, April 22 at 7pm in the Main Meeting Room of the Jamestown Library.
The next meeting of the Jamestown Wind Energy Committee will be on April 8, 2008 at 7pm at a location to be determined. This is expected to be the kickoff meeting with ATM, the consultants recommended to the Town by the Committee. We will also discuss renewable energy legislation introduced in the Rhode Island Senate.
The Rhode Island Legislature is considering legislation that would likely have a very positive impact on the financial viability of constructing one or more wind power generators on Jamestown. S2607 and H7616 would require National Grid to buy green power at guaranteed minimum prices, thereby ensuring project viability. S2594 is a “net metering” Bill that would enable Jamestown generated power from renewable sources to offset the Town’s electric bill, potentially reducing that bill to zero.
The Jamestown Wind Energy Committee will be reviewing the Bills and will make a formal decision on whether to recommend passage.
I’m confident that I speak for the Committee in thanking the legislators who have taken the lead in attempting to promote expansion of renewable engergy generating capacity in Rhode Island.
